From what I have read people seem to suggest it's normal and just an indicator of the motherboard doing startup checks.

Correct, this is normal and if the system is running fine, you don't have any problems that need fixing. My own PC also does this.

built a computer for a friend and his Dram and Cpu light turns on when he boots. the computer starts fine. I checked the event viewer and there were no errors that would indicate an issue or that were related. I first suspected it could be his old monitor because it's a Dell monitor from 2013 that connects with a VGA to HDMI and the VGA light did start the first 2 boots but hasn't turned on since. the monitor also takes forever to start on boot and we are still unsure if that is just the monitor or the PC booting slowly. From what I have read people seem to suggest it's normal and just an indicator of the motherboard doing startup checks. but it's not something I've seen on other computers before, at least not something I've seen where it doesn't cause any issues whatsoever.

feels kinda od for the Dram and CPU lights to turn red on boot without causing issues. any suggestions?

His specs are-

4070 Super Eagle oc triple

msi mag b650 tomahawk wifi

ryzen 9 7900x

32gb 2x16 6000mtz corsair vengeance

C drive: 1tb gammix s70 blade

diagnostic lights on a mb have nothing to do with monitors.

check for a bios update but other than that if the machine is working fine then it's fine.
