stuttering in fortnite

i got a 4790k up to 4.8ghz, 24gb 2133mhz ddr3 ram (2x8+2x4, for me 16gb is enough, i just threw in there the extra 8gb for 24gb since i had spare ram lying around), rtx 2060 evga ko ultra +100 core +800 memory deshrouded with 2 arctic p12 fans. My mobo is an asus z97-c. My monitor is 76hz, 1080p.

 

My memory timings are:

12-11-11-30

 

I get annoying stutters in fortnite.

 

I get no stutters in other games, only in fortnite

 

This person has a 4790k and a gtx 1080, a similar gpu to mine, and he gets no stutters in fortnite somehow:

My friend has a i5 9400f + 1070 ti + 16gb ddr4 and he also gets stutters, however youtube benchmarks with similar specs to mine or his dont get stutters (like a 10100f + rtx 2060)

 

My temps on both gpu and cpu never go above 80c (cpu package) while playing, cpu usage rarely reaches 100, and stutters happen without it reaching 100. There is still leftover gpu and system ram while playing. I have fortnite installed on my samsung 850 evo 500gb ssd.  Im running fortnite on fullscreen, not windowed, not boredless or whatever, just fullscreen.

On average, while playing, the cpu usage spikes, but is almost never less than 40 or more than 80. I do run dual monitors, both connected to my gpu, both 76hz, the second one is 1920x1200.

Also it is my pc, not my internet since my ping is consistent and uses ethernet connection, however my fps fluctuates alot

 

I have a msi afterburner monitoring thingy open 24/7 on my second monitor, and according to its data during playing fortnite, there were no signs of obvious stutters.
Here is what it shows: (this is idle data, not during playing)

Things I have tried (none have worked):

 

Undoing all overclocks

reinstalling fortnite

latest bios/windows/gpu drivers

verifying files

Setting fortnite fps to unlimited, setting fps cap to 100 in riva tuner, using dx11, turning on/off vsync

different gpu (gtx 1050 ti) - stutters were actually worse, might have been due to playing on performance mode. Temps on it were always less than 70c

running single monitor

running only a 2x8 ram config

 

Ive played on low, medium, high, and a few custom video settings, none really made an effect on stuttering, only fps max

 

Oh yeah and my psu is a decent 600w unit, if that matters

Your ram sticks. Two of 8 GB and two of four GB. Then you threw in another 8 GB,  correct?  Confusing

i had a standard 2x8gb kit, I had stutters, threw in another 8gb just for fun (in a 2x4 combo), I still get stutters, so its not the ram

Oh i know it is not the ram. Two other guys here on forum are having the same issue.  Link below on one thread from one of the guy's with plenty of solutions from others. Please review it.
