If you can get a 3070 for cheaper, that would be good. CPU includes stock cooler, you can upgrade later.

Budget (including currency): 1000€ (for the whole pc)

Country:

Games, programs or workloads that it will be used for: fortnite, red dead redemption, overwatch etc

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

Here is my whole build: https://pcpartpicker.com/list/ ( its going to be my First Gaming pc)

4060 is both lower performance and lower VRAM, and 300 is a decent price for the 3070, but youll be losing out on the warranty and security buying new provides (but personally at that price id take the 3070)

I have one last question: in your Build you recommended the evga 650 as a psu for 66€ but in my previous build i had an apevia prestige with 150 more watt and also Gold certified and also 66€. So should i buy the apevia or the evga psu?

Like @TatamiMattmentioned, there's always a chance of the GPU going bad, but i'll say go for it. Gigabyte Vision? https://www.gigabyte.com/Graphics-Card/GV-N307TVISION-OC-8GD#kf

Yes that's an awesome card! H9 flow should be good as well, but is more pricey

PSUs are kind of funny, they have rating and this and that but no way to quantify quality of the components inside other than what they may or may not promise, generally refer to the PSU tierlist for this as people have done extensive testing on PSU quality, see below

The apevia prestige is in Tier c, is that ok? Should i buy more Fans because i think that 3 Fans are to less or am i wrong?

Tier C is a little low but its fine, also speculative position so a little lower again, generally if you want a build about $1000 plus youll want Tier B or higher

3 fans for which case?

There's space for 3 more in the bottom and one in the rear, i think the 3 will be fine.

If you wanted to make it look filled out you could buy more. Ive had my current PC for almost 5 months now and im slowly filling out the fan slots when i have some spare change, bought my last 3 pack there not too long ago.

You could do something similar if you want to spend the money for those fans on the pc components right now and add other fans later. the 3 fans that come installed should be plenty for cooling though

I would recommend the EVGA. Also I know its good because I experienced it survive almost a nuclear explosion. Had it in my brothers old PC (my old build) with 4790K and GTX 780 SLI. He never cleaned the PC and at some point alot of dust was on top og the GPU's with smoking gue and what not. I warned him multiple times that it would kill the PC. And it did, a GPU died. But motherboard and PSU survived.

Ok, do you have any recommendation for any 3 pack Fans that are Cheap but work well ( and also my pc build is going to be white so some white Fans with rgb would be awesome)

I think the white h6 flow comes in both white and with rgb fans if you get the right version, youll want a white argb 2 pack or 2 individual 140mm fans for the bottom, they sit perfectly in a recessed area to make the bottom entirely flush and 1 120mm in the rear. If youd like you can also add one to the top rear but thats not as needed (none of them are but if youre adding fans id prioritise those 3). The fans are essentially whatever your rgb and looks preference is, there are 2 things that affect performance, a fans CFM and static pressure, basically, how much air the fan can move (cfm) and how hard it pushes it (static pressure) for case fans these dont need to be particularly high
