Oh this wont work:

Surge Protector: APC SurgeArrest P12U2 12-Outlet Surge Protector with 2 USB Ports

It uses 120V input

Just drop the surge protector. PSU is fine for that PC even if you got a 4090

Yes. As long as you're not plugging an air conditioner into the same circuit as all the stuff on your list, it should be fine. (And even then, you just run the risk of tripping the breaker when it kicks in.)

Your surge protector is rated for 15 amps, and there's a good chance you're plugged into a 15 amp circuit. If you plug everything into the wall instead of the surge protector, and it's drawing too much power, you'll just trip the breaker feeding the circuit your stuff is plugged into. (Besides, it's good practice to have your electronics plugged into a surge protector.)

15 amps at 120 volts is 1,800 watts. (Ohm's Law says Watts = Volts x Amps.) North American electric code says a sustained draw should only be 80% of a circuit's rated capacity, so that leaves you 1,500 watts for all your devices. (That's also why electric space heaters in the US all say they're up to 1500 watts regardless of size, fun fact.)

Your PC is not drawing 850 watts all the time, just because you have an 850 watt power supply. That's just its maximum capacity. You would need to plug it into a metered outlet or a tool like a Kill-a-Watt to find out exactly what it's drawing at any given moment, but I bet it's drawing less than that even with a heavy gaming load.

A fan only draws about 50 watts on high.

I sold my soul for ProSupport.
