PC wont boot properly when i plug in my new hard drive

I just bought a new hard drive and M.2 if i plug in my new hard drive the pc stays in the motherboard logo for so long if it does get thru loading times take forever to get into windows and when i do the hard drive is not detected or appears and disappears. i suspected it was a faulty hard drive so i returned it and they did a mandatory check and it was working just fine for them. i tried it on my sisters pc it works just fine as well. What could be the problem?

Do you have a different cable or port to try on your computer? Do you have any information on the system that you're having issues with so we have a better idea of what you're working with?

Ive tried multiple cables and ports as well, different cable different port all of that 

my system information is 
Ryzen 5 3600 
Rx 570 
16 gb ram

My suspicion is the power supply as its pretty shitty some acepower 650w bronze power supply i got for cheap could it possibly be causing the problems?
