Asus mobo build doesn't boot in to windows unless I go to bios and manually select the boot device

I just completed a build last night with an Asus X670E-I, 7800X3D, and a Tuf 4090 in a Tower 200 case.   When installing windows I noticed whenever it would reboot I would just sit at a black screen.  And then any time the system boots the only way I can get in to the OS is to go in to the bios and select my boot device override.  The same boot device is set as the only item in my boot priority.  But it just refuses to boot in to the OS unless I manually select it every single time.  I have reset all bios settings and still happening.

Anyone ever run in to this?
