my newer seasonic powersupply dies while my almost 5 years old Delta PSU runs the same PC just fine

What else is in the system. Where are you located? Is your power maybe dirty? Do you have a UPS? What mobo do you have? 
It's possible you've lost the electronic lottery twice, but in my experience, when I have a double RMA, it's been the mobo. 

i have a Seasonic Focus-GX850 came back from RMA like for the 2nd time, so i installed it back into my PC, and after installing it for a few days it broke again, the PSU don't turn on anymore, making me have to waste my time changing it back to my old Delta power supply again
i sent it to RMA and the people there said it could probably be motherboard's problem(it doesn't make sense since old delta PSU runs it just fine with no issue whatsoever
does anyone have any clue what happened?

I'm not so sure that truly rules out your motherboard - though I'm not sure you could definitively find out without additional replacement parts either

I live in Wanlong Taipei Taiwan, idk how clean my power is, i do not have a UPS, my motherboard is MSI B550 Tomahawk
so i guess is should RMA my motherboad? what other parts should I RMA at the same time

All good info. What is the symptom that causes you to RMA? just no power? semi power? did you try booting it by shorting 24pin green to ground?

Knowing nothing else I'd recommend getting a UPS. It's never gonna hurt the system

no power, fan didn't spin even with Eco mode off, i did try booting with the included attachment you use to test PSU(idk the name)

Wow. That's bonkers. I guess you have actually double lost the lottery. Sometimes the dice gods do not smile upon you. Upside is the SS has pretty good RMA history and at this point, if you're disappointed with them, they should be willing to cash you out on it.

I guess I'll RMA my motherboard once I'm done modding Wii for my friend, can't do it without a computer, and borrowing a Xbox to play forza until it came back, would a normal UPS substitute for dedicated surge protector or it's already built in?

A UPS should have a surge protector built in. I like the Cyberpower 1500VA
