Should I upgrade the CPU or GPU first?

This is my current build that I am looking to slowly upgrade/replace

i5 9600k

Rog strix Z390 F

evga rtx 2070

Corsair 8x2 3200mhz ram

Evga 850w p2

And a few samsung m.2

So the dilemma is I will be upgrading my setup but I will slowly be getting the parts because I only have about $1500 a month to play with so I can't get them all at once so there will be a gap of a month or two. Which one makes more sense to get first or has a bigger peformance impact, cpu combo or gpu? I was looking on getting a 7800X3D + mobo + ram and just use the old gpu or a RX 7900 xtx on the old cpu setup.

Also I will be reusing my storage and my PSU. Will my old PSU be compatible or do I need to upgrade this as well?

Any other tips or suggestion I would gladly take. Is the all AMD make over the right choice?

CPU, the single threaded and multithreaded gap is huge between that i5 9600k and a 7800x3D or 13600k. You could easily see 20-30% increase in framerate with your RTX 2070. RTX 2070 is no slouch in 2023, so worst case scenario, the performance jump is worth upgrading that too, but either way you'd need to upgrade your CPU.

There was only one scenario, being the least CPU intensive scenario possible, where the 4790k and 7950x3D had the same performance at 4K ultra. This game isn't multithreading intensive either which would be your biggest limitation with AAA titles. Unfortunately, the 9600k isn't far off of the 4790k relative to recent generation since Intel decided to sit on their hands from 4th generation all the way to 11th.

I had a buddy upgrade from his R7 2700x to a R5 7600 while keeping his 2070S, and it doubled his framerate in at least Hogwarts, being a notoriously CPU heavy game.
