Switching from 5700xt to 3070ti no display help

I recently got a 3070ti and I can't get it to display but it turns on with the RGB and fans, my old 5700xt works with no problems so I know the PCIE slot is fine.

Everytime I try switching to the Gigabyte 3070ti, my motherboard shows the solid red VGA light, and my monitors show No Signal.

 

Here are my current system specs:

Mobo: B450 tomahawk Max

CPU: Ryzen 5 3600

PSU: Corsair 850W RM850x

RAM: Corsair Vengeance 32GB DDR4 3600MHZ

SSD: Kingston NV2

OS: Windows 11 

 

I've used DDU to uninstall the AMD drivers but still nothing works. I've also tried

Clearing CMOS

Setting PCIE settings to Gen 3 instead of auto as B450 doesn't support Gen 4

Reseating ram

 

Not sure what else to try, should I install the 3070 drivers then run DDU tool to get rid of the amd drivers? I'm running out of ideas and starting to think the card might be dead.

Is there any other system you can test it in?

I had my friend test it in his similar system and it failed as well. I got the card for free cause they were upgrading to a 4080, was just wondering if there's anything else i can do to try to make it work, cause it was working in the original build

I think I have a similar situation like this, at the time all I did was reinstall the windows since I need to change the SSD anyway. And in my case it is not that it didn't have any display, it is that the GPU keeps crashing while gaming
