CPUs are supposed to clock down when under a lower load to save power; that's normal behavior.

Or are you saying that the CPU is running at 1.39GHz even if placed under load? - Like when playing a game or running a CPU benchmark

Well sometimes while playing cpu drops at that speed, but mostly when im just watching youtube cpu speed drops :/,it's irritating me

Since you have a dedicated graphics card, watching YouTube shouldn't put much strain on the CPU - the GPU will do the video decoding.

Does it cause any performance issues, or is it just something that you noticed happening?

That could just be a result of using an old Athlon X4, at least for more modern games.

Could you try running a stress test or benchmark like Cinebench or 7-Zip and see if the CPU runs at the speed it's supposed to?

I stress tested it,and cpu speed didn't dropped, but cpu speed is not still it's changing 3.6/3.8/3.5 etc

That's normal. CPUs haven't maintained a single clockspeed at all times since the Pentium 4 days.

Your CPU has a rated base speed of 3.1GHz and a rated boost of 3.8GHz, so when under load - when something CPU intensive is happening - anything in that range between 3.1GHz and 3.8GHz is perfectly normal.

Best as I can tell, your CPU is fine. Stuttering in games is probably just because your CPU isn't able to handle them - it's almost 10 years old and below the minimum requirements of modern games in 2023.
