CPU Constantly Running at Max Stock Frequency caused thermal throttling

PC Specs-

CPU: Ryzen 7 5800X

GPU: RTX 2070 SUPER

Motherboard: Gigabyte B450 Aorus Elite

RAM: 2x8 DDR4 G.Skill tridentz F4-3600C18-8GTRS

CPU Cooler: NZXT Kraken 120 aio

Power: Corsair 650 watt

*did not overclock

 

NEED ADVICE

The current problem is that on idle, my cpu clock speed is constantly at the 3800 MHz with the temp at 68C and I want to know if that is okay as I plan to game on this machine.

Originally my pc kept shutting down due to my CPU overheating around 90C because for some reason my CPU clock speed was hovering between 3600-4800MHZ.

Everything I did to fix my PC:

-Reapplied new thermal paste

-Scanned for a virus

-Edited my power plan so that the min/max processor state is between 5% and 100%

*Cant change my CPU clock speed in Bios for some reason

 

The only two problems I can think of is that:

-Either the AIO isnt working properly (which it looks like its fine) 

-Bios is old (GIGABYTE CONTROL CENTER says that there are no available updates)

I don't have a USB on me right now but I would love to hear some advice, tysm.

Use HWINFO so you get actual power consumption. Need to see if there is actually a lot of wattage or if it’s just overheating without doing much.

 

frequency by itself is not really correlated with power usage.
