Which pc to buy

So my friend is looking to buy a prebuilt and he has 3 options and I am not sure which are better and are they worth the price
These are the options please give some advice and reason why do you think it is better
Options:

  1. $490 i5-10400f + RX 5500XT 8gb
  2. $450 i5-10400f + RX 580 8gb
  3. $400 i5-9400f + GTX 1650 Super 4gb (Used)

    He's planing to play games like fifa, mc, cod, warzone, gta and wants to record sometimes
    note : he can only choose those 3 no upgrades or downgrades
