Constant Stuttering in Games with massive fps drops and spike frametimes from 5ms upto 18ms

Hey All
 

Every single game I try to play seems to have hitches. The frametime spikes up causes a stutter and its easily noticeable and 
getting to the point when trying to play games is just no longer fun. Happens on MW2 , BF2042 and PUBG And CSGO. 
Does not matter what the settings are set to very low ultra its always there.
 

What I have done to try and fix the issue myself
 

Upgrade from a 3700x to a 5800x3d
Upgrade ram from Hyper x Predator 3200mhz kit to Corsair LPX 3600mhz kit 
Fresh install of Windows 10 & 11 Pro With a full format of all drives 
Fully rebuild the system to make sure everything is seated correctly
Run CSM/UFEI Both made no diffrence 
Under volting the CPU & GPU
Set all fans in case & motherboard & gpu to 100%
Turn Gamemode off and on 
Disable GPU Scheduling
Run games on low settings and normal settings
Check all temps CPU sits around 62c and gpu is 68c hotspot 78c
Change clock speeds of CPU to a locked base of 3500mhz and same to the gpu of 1800mhz 
Limit framerates in games to 90fps 120fps and 144fps 
Checked power supply and all voltages under load are normal and not changing. Powedraw from the wall is around 480w to 520w
XMP Off and on 
SMT & SVM Off and on
TPM Settings Off and On

Bios Versions Tried 
7B93v1J-2023-05-11
7B93v1I-2023-03-06
7B93v1F-2022-03-31
7B93v1D-2021-07-07
 

I am honestly all out of ideas at this point on what my next steps are. Do I just go back to intel or is it something i am doing wrong

At 1440P and above the RTX3070 may just lack VRAM...

Hey, Right now all my games are running 1080P On my list of things to grab is a new 1440p monitor but been spending so much trying to get to the bottom of the issue that I have not had the chance yet

Definetly bottlenecking the gpu the now with 1080P 

XMP loaded is stable always pass memtest and everything thankfully. Even with changed ram kits the ram never really failed a test and never seems to drop in clocks or voltage. 

Updated 10 and 11 with the latest updates that are available

I do have GHUB Installed to control them actually. Will test uninstalling it and see if that sorts the issue

Chipset drivers are installed. Just had to google what MPO was there as thats a new one for me. Going to go and edit the registry the now and give that a go hopefully thats the one thing i have forgot

My chipset drivers are directly from AMD website as the MSI one has not been updated in a few months 
Xbox game bar is currently still disabled from turning off gamemode and everything

Had the same issue. This fixes it for me overall on Ryzen 5500.

SSD-s using the latest firmware(s)?

SSD-s trimmed (optimized)?

 

Maybe checked other drivers for updates with something like Iobit Driver Booster?

It's great for updating Realtek drivers (network, audio).

Yeah they are on the latest firmware and just done another optimization there so hoping with that we are all good. Will report back in 5 minutes

Ive tried a few type of ram timings myself as well as buying new kits of ram and nothing really fixed it for me ram wise sadly

Have you checked your DPC latency?

 

At the time of the spikes, does the Windows Reliability Monitor say something happened?

 

Tried with older nVidia drivers? Tried the newest (supposedly a new one came out maybe a couple of days ago)?

 

Have you tried using all default settings, including the Bios settings?

 

Does your GPU use the latest available vBios/firmware?

 

Running Above 4G decoding and Resizable BAR?

DPC Latency is around 898 - 1096 while gaming. Which I am not sure if that is good or not. 

Windows Reliability Monitor says absoloutly nothing either sadly.

Default bios has been tried with every bios version i have tried. 

vBios has been flashed to the only update there is for my card. As i needed flashed to be able to enable resizable bar which is enabled along with 4G decoding.

I'm running the latest driver there is the now but ive tried a good lot of drivers all the way back to release day drivers and known good ones.

Have you tried executing these commands in CMD as admin or in Power Shell or Windows Terminal?

DISM /Online /Cleanup-Image /RestoreHealth

SFC /scannow

 

Are you locking your framerate or letting it run wild?

Just tried your solution and all though it did gain me 8fps more in one title I have been using to test all this it sadly did not fully remove the stuttering and high spikes in render time

Just installed it and let it do its thing there a few updates but not a lot, 

IoBit took care of the driver for the monitor just there the now but it never made any changes to the performance. 

Ive tried locking the framerate to 90 120 144 and letting it run wild and no matter what it is set too its just the same. 

Ive ran those commands before and also freshly install windows 10 & 11 and still have keep running into the same wall with the system for some reason.

Driver Booster just installs the generic monitor drivers, that tells me you're not using the appropriate monitor drivers for your monitor(s).

There is no driver or firmware for my monitor at all. Like its a pretty basic monitor Acer XF240H

Asking here again. 

When i swapped out the PSU i swapped it out for another 750w. When the games are stuttering these seem to drop at the same time. 

Do i need more than a 750w PSU for my system
