Pc restarts when gou is at 30-40% load

I found someone who sells a gtx 970 4gb for around 20$,with the problem that his pc restarts when the gpu is put on like 40% load.Is it just from his psu or something and is it a easy fix?I don't have experience with fixing GPUs as I've never had the need to repair one,i would want to use it for personal use and maybe sell it.And if it can be saved, will it be a temporary one?

Could be. We can't definitively answer either way unless we know the rest of the PC's specs, including the model and wattage of their power supply.

Sorry, my crystal ball is in the shop so I can't answer this either.
