Half the performance in GTA V/Online and normal in other games after upgrading PC

Hello,
I've recently upgraded from an ancient i5-4460 platform to a Ryzen. I've jumped straight to testing games and while CS:GO, Minecraft and Red Dead Redemption 2 perform as they should, the GTA V is almost half the FPS I should be getting. I've compared results to my buddy with i5-9400f and RX580 and also to this video:
 

where I set exactly the same in-game video settings and ran an integrated benchmark and instead of about 80fps this guy got, I've got 35-45 max fps.
What might be the problem?
Here are my specs:
Ryzen 5 2600 @stock
ASRock B450M-HDV R4.0. BIOS Version: 4.90

16GB DDR4 Kingston Fury Beast 3200Mhz downclocked to 2933Mhz as it was unstable on full speed

XFX RX590 Fatboy

Crucial MX500 250GB & 500GB

SilentiumPC Vero L2 600W
Windows 11 64-Bit

What is your Fatboy 590 average GPU utilization in GTAV?

During benchmark it's 90-99%, yes ram is running in dual channel mode.

Did you accidentally set 4xMSAA or 8xMSAA? 

Can you post your graphic settings?

MSAA is 2x, everything is exactly as in the video above
