BSOD Windows 10/11 Boot Loop When Connected to Internet

For the past 2 days, I've been trying to solve a BSOD boot loop issue I get when trying to reinstall Windows 10/11.

 

PAGE_FAULT_IN_NONPAGED_AREA

 

This is the same error in both Windows 10 and Windows 11 install attempts.

 

I solved this issue before but I don't remember how. No, its not related to RAM or Storage issues. I know this system works!

 

My initial thoughts are graphics drivers related but after installing the drivers offline, rebooting, then plugging in the ethernet, it doesn't seem to solve it. I've also disabled automatic updates and automatic driver installs through group policy / regedit. Still, no fix.

 

This only happens when I plug in an ethernet port during or after an install. It's so bizarre!

 

Machine specs:

    CPU: Intel Core i5-4590(S)
    Graphics: Nvidia GeForce GTX 970 2GB
    Memory: DDR3 8GB
    Storage: 256 GB Inland SSD
