Crosshairs sometimes “sticking” off target in first person shooters

Sometimes when playing Battlefield V and 2042 I go to aim at an enemy but the crosshairs will get close to an enemy player but will stick just off target and I get killed. I can still move the crosshairs as usual but there seems to be a zone around the enemy player that I cannot aim to. Trying to put my crosshair on the enemy player feels like trying to put the positive pole of a magnet onto a negative pole. It doesn’t happen consistently so I am curious as to whether the other playing is cheating, it is a latency issue (input or network) or perhaps a problem with my aging hardware (system performance) or even a server issue. Or could it be an aim assist glitch? (I have it set to 100%)
