CPU stuck at .54 speed and 95 degrees

I was playing games on my computer a couple days ago and everything was going fine. I get on the next day and im capping at like 60fps and drops when i try to move around. I was looking around at everything and tried to optimize my PC. Ofcourse, the last thing i see after resetting everything is that the my CPU temp is way too high at 95 degrees. I said to myself well thats no good and tried looking around for a way to fix this. Looking in my task manager I saw that my CPU speed stays at ,54 when I have a game open. I'm thinking it could be the thermal paste because of the fans are running perfectly fine.

What cooler are you using? If it's an AIO, check to make sure you can feel the pump working, this sounds like a pump failure more than thermal paste issues.

I can't remember what cooler it is, i dont know if this helps.

Cooler is malfunctioning, old paste can explain maybe 5C too high not 30...

That does! That's a pretty standard NZXT AIO, you should be able to feel some vibration from the pump if it's working (that block over the CPU houses the pump). If there's no signs of the pump working and you've reseated the fan cables on the motherboard, then the pump likely died and you need to RMA the unit. I believe 5 year warranties are pretty standard now so it's most likely covered under warranty still.

Looks like a kraken X42, X52, X62 or X72. Had a X42 dying on me once. Got a X53 as a replacement. You could hear the pump still, but the sound was different.
