I can't get to run a static html page from github pages, can someone tell me what's wrong here?

There's nothing wrong. GitHub is a repository for hosting files, so they're presenting the files, rather than serving the HTML directly. If you want to use GitHub Pages, you need to keep to their naming scheme: https://pages.github.com/

The first instruction on their page states "create a new public repository named username.github.io"

Your repository is named "htmlhost". It needs to be called " boh887.github.io".  Your index.html needs to be in the repository's root directory, instead it's in a subdirectory called jj.
