Motherboard and CPU cooler Never Turn Off!!! Help! Please!

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I just built my very first computer and all went fine except when I plug in my computer the motherboard screen and aio cooler screen come on before I even turn the computer on! Why? What did I do wrong? Thanks for helping!

There is no problem. This is just the computer booting up.

Have you tried turning it off and on again? Maybe Restart it?

It's not unusual for some motherboards to have limited power when in an off-state. This is sometimes referred to as "soft-off" and can sometimes be changed in the BIOS. It's a little weird that your CPU cooler fan comes on, but not concerning IMO.

^^ Either this, or some motherboards will power on the PC by default when removed from AC power and then plugged back in.

It sounds like you are saying the fans are spinning high before you boot into Windows and then quiets down once Windows has fully started? The same as when you're in the BIOS/UEFI? If so, this is normal. Windows has the settings to cool down the PC and maintain temperature control inside it. The BIOS is less complex so doesn't access those capabilities of the CPU and motherboard.

 

If not, play with your Windows power settings, and the fan settings in the BIOS to get it to a good balance for your usage. Turn off fast boot settings to make sure it's actually turning off instead of being in a hybrid sleep state. Make sure there are no Tasks scheduled that are running when you're not active.

 

This is all assuming you've seated everything correctly and that your cooling is working correctly. Make sure your CPU and GPU fans are actually spinning, and that your air-flow-paths inside the case are all clear. Make sure your fans aren't mounted backwards preventing airflow across the system.
