New Build, CPU and BIOS issue

Hi thanks for helping me, I went through the link you sent me, didn't appear to be an issue with the CPU. I could find bios as the motherboard didn't post. Took it back to the store and turns out I had a defective motherboard.

Hi thank you for any help in advance.

 

New build, had installed CPU, air cooler, ram and GPU to test if it would boot.

Had a boot error so i tried re installing the ram. Next boot led to the CPU light on motherboard to come on.

Went through the process of re seating CPU, CPU light on motherboard comes on.

Re Set CMOS Battery and still didn't work.

Have tried to install new BIOS. Every time i try the light flashes red for 3 to 7 seconds then goes a solid red.

I have attempted to update BIOS with 4 USBs and re formatted all of them as Fat 32 and have tried both GPT and MBR. Same issues every time.

My Specs are

 

Motherboard - MSI Pro Z790-a

CPU - Intel I5-13600K

Ram - Kingston Fury 16gb DDR4

GPU - PNY 4070Ti

Cooler - Be Quiet Dark rock 4 pro

PSU - RM850X

Have you checked for bent pins in the motherboard socket?

I might be experienced, but I'm human and I do make mistakes. Expand for common PC building advice, a short bio and a list of my components and other tech. I edit my messages after sending them alot, please refresh before posting your reply. Please try to be clear and specific, you'll get a better answer. Please remember to mark solutions once you have the information you need.

 

Common build advice: 1) Buy the cheapest (well reviewed) motherboard that has the features you need. Paying more typically only gets you features you won’t use. 2) only get as much RAM as you need, getting more won’t (typically) make your PC faster. 3) While I recommend getting an NVMe drive, you don’t need to splurge for an expensive drive with DRam cache, DRamless drives are fine for gamers. 4) paying for looks is fine, just don’t break the bank. 5) Tower coolers are usually good enough, unless you go top tier Intel or plan on OCing. 6) OCing is a dead meme, you probably shouldn’t bother. 7) "Bottlenecks" rarely matter and "Future-proofing" is a myth. 8) AIOs don't noticably improve performance past 240mm.

I'm a PhD student working in the fields of reinforcement learning and traffic control. There don't appear to be any bent pins in the motherboard socket. Shined a light through the pins from 3 angles and they are all aligned.
