Hyper 212 is for 65w CPUS and under, 3700x is more then that so its Not usable here. I would recommend the Arctic 360 AIO over the Antec, but if you want a 360, but you are going from a  25$ (that they are charging 45$) cooler to a 135$ cooler.

White Cooler wise you can also see what deepcool has, they are very reliable.

In terms of noise, a large AIO is the way to go for bursty workloads like gaming and typical office work. This is because the water in the AIO can "heat soak" for a while before the AIO itself gets hot - there's a ton of thermal mass there. If you're doing long renders or big project builds that lock the CPU to 100% for extended periods of time, the advantages are less, but still present.

If you just care about noise, and aren't concerned with cost, then one of the AIOs would be the way to go.

A Hyper 212 can easily cool a 3700X. It is an 88W part at 100% load stock, and a Hyper 212 can handle that. It just isn't going to be as quiet while doing so.
