The 11400F is not rated to turbo up to 4.40 GHz when it is fully loaded. It can only reach this speed when 1 core is active. Most people have a lot of stuff running in the background which will prevent this CPU from ever reaching that speed.

Try running ThrottleStop.

There are a variety of reasons why an Intel CPU will not use turbo boost. Post some screenshots of ThrottleStop including the FIVR and TPL windows. Run the built in TS Bench and set it to a 1 Thread test. While this test is in progress, take a screenshot of the main ThrottleStop window so I can see what speed and how much load it reports.

Some game software can reset the turbo power limits to 0. This bad trick can be used to disable turbo boost. Your TPL screenshot should show if you have this problem.
