Hello welcome to the forums!

Is it only with Microsoft apps or are others doing the same thing?

I've ran into this before on a few occasions, most of the time it's just Windows corruption that can be fixed by doing a Windows In-place upgrade. The other issue I've seen cause it was a failing storage drive. I would try the In-place upgrade before trying to replace the drive. If it were the drive you'd most likely notice sluggishness as well as non-Microsoft apps doing it as well.

If it's just Microsoft apps, then something is borked with your Windows install. I had that happen with me when I was using Windows 10 and just had to reinstall Windows to fix it - none of the other remedies worked.

So a reinstall of Windows didn't work? Do you have an SSD or HDD for your boot drive? If a full on reinstall didn't fix it I'd say your drive is bad. If you have also noticed it getting slower as time goes on and it is a standard HDD, your best bet is to replaced it. Preferably with a solid sate drive. Could you use HD Tune or Crystal Disk info to check the smart status of the drive you are installing Windows on?
