This:
https://www.amazon.com/StarTech-com-DisplayPort-HDMI-Adapter-DP2HD4K60S/dp/B01M6WK3KU

Supports a full 4K60 output over HDMI for the TV

My current build is:

CPU: Intel Core i5-12600K 3.7 GHz 10-Core Processor
CPU Cooler: Thermalright Assassin King SE 66.17 CFM
Motherboard: Gigabyte Z690 GAMING X DDR4 ATX LGA1700
Memory: Corsair Vengeance LPX 16 GB (2 x 8 GB) DDR4-3600 CL18
Memory: Corsair Vengeance LPX 16 GB (2 x 8 GB) DDR4-3600 CL18
Storage: SK Hynix Gold P31 1 TB M.2-2280 PCIe 3.0 X4 NVME
Storage: Intel 670p 1 TB M.2-2280 PCIe 3.0 X4 NVME
Video Card: MSI MECH 2X OC Radeon RX 6650 XT 8 GB
Power Supply: Cooler Master XG750 Plus 750 W 80+ Platinum Certified Fully Modular ATX

I recently came across a refurbished Asrock RX 5700 XT Challenger D 8GB and was wondering if I could incorporate it into my build in a way to use it as a extra screen as I have a tv I want to hookup to my pc but currently I’m using my 6650’s hdmi slot for my monitor.

Use a displayport to HDMI adapter.

This. Or use displayport for the monitor (assuming it supports it) freeing the HDMI for the TV.
