why I cant get performance out of my cpu?

No name.

single core is ok but multi core is lower than it should be. 11400, 16gb single ram, 1650s, m.2 this is a dell xps. I reinstal win11 and after that I got 7300 point at multi and 1403 at single core but now I did that test again and it is bad again. why its happening? I thought I solved the problem after reinstalling win11

This is not helping.

Also, please post full system specs...system/CPU could be overheating and thermal throttling...

Given that the i5 xps 8490 uses a cooler worse than the stock intel cooler it wouldn't surprise me

 yes the cooler is bad but how it gave me 7300 points in past

The 11400 will run Cinebench a lot better if you increase the default turbo power limits.

If you do not do this, performance will be inconsistent, especially if you run one Cinebench test shortly after the previous test. Power limit throttling will be the result. 

 

The Dell XPS BIOS probably does not have any access to the turbo power limits. You can try using Intel XTU and if that program does not support your CPU then use ThrottleStop.

Open the TPL window and increase the MSR PL1 and PL2 power limits until there is zero throttling. 

Also check the MMIO Lock box.

I did the test 1 week later and the results and then the results were bad. Im trying to sell this pc because I have a 3080 pc now but I was trying to find the problem, so after someone bought it they will never come and say its have a problem. single core is ok so its good at game but in work I dont know.

What are your temps during cinebench? Could jsut be dusty and running hotter

it was 80 degree when I got 7300 points but I didnt look at temps now. thermal paste is new to

Have you had a look in the BIOS to see if you can enable Speed Shift?

HWiNFO is showing you that Speed Shift Technology is disabled. Dell computers can run very inconsistently when Speed Shift is disabled.

where can I find that in bios? i couldn't find it. there is a speedset and turboboost. both of them enabled in the past

Check your resources in task manager might be some application is taking up a lot of power
