Installed new memory in my pc, still getting memory errors, now I can't get to BIOS or Windows

So I had issues with apps crashing and then found out that my pc didn't pass memtest86. Ordered a new kit of RAM, installed it, ran memtest86, and boom; memory errors. I installed the next newest bios revision on my motherboard, went into the bios and changed the RAM from DOCP to default 3600MHZ CL18, (changed setting from auto to manual) and now I can't even get into the bios. I have absolutely no clue what this utter clusterfuck is. Can someone please help me?

Mobo is ASUS TUF X570 Gaming Plus
CPU is R7 5700x

Update, RAM Light is on and solid. No boot at all

What is the brand and memory kit model?

 

You can't just set the memory to DDR4-3600 and only set the CAS latency to 18.

At the very least, you need to manually set all the Primary memory timings and the DRAM voltage.

JEDEC standard, the DRAM Voltage is 1.200V, but DOCP is typically 1.35V or 1.40V.

 

For example, this G.Skil kit is rated for DDR4-3600 with CL18-22-22-42-2N Primary memory timings and 1.35V.

Then in the ASUS BIOS:

  • DRAM CAS# Latency >> 18
  • TRCDRD > 22
  • TRDWR >> 22
  • DRAM RAS# PRE TIME >> 22
  • DRAM RAS# ACT Time >> 42
  • CR >> 2
  • DRAM Voltage 1.35V

Other thing is... enable DOCP, but manually dial back the memory frequency, using the Memory Frequency drop-down menu.

This is IF DDR4-3600 is potentially too aggressive.

the memory was rated for 3600 cl18 so I don't think that's it? Either way, what do I do to get back to the BIOS? I can make the pc power on (lights, fans, etc.) but no display output to be seen. Now once I get it back on, what the hell is the deal with the memory errors? That's two brand new kits now that have both shown errors so I assume it has to be the cpu or motherboard in some way. Have I set something wrong?

Also, the ram was T-Force white RGB, i'll have to check real quick to find the exact model but i know it was rated for 3600mhz CL18
