Can I use my non-modular 750w PSU for an RTX 4080?

I would recommend you get a new PSU with at minimum 3 PCIE cables, or a PSU with the new connector Built in. I would not use a pigtail for a 4080, i would give it dedicated power plug for each adapter.

I have a non-modular 750w Cooler Master PSU with 80 plus platinum (from an HP prebuilt) that uses two 6+2 cables to a 12 pin adapter for my 3070. Can I use this PSU for an RTX 4080 with an adapter?

RTX 4080 uses 3x PCI-E 8-pin to 12-pin connector.

You want to use three separate cables, rather than daisy-chain cables.

RTX 4080 is a ~320W card, and 2x PCI-E 8-pins only gives 300W.

Regardless I would probably want to get a new PSU. 

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

Supposedly, but apparently the RTX 4000-series only pulls ~20W (or less?) from the PCI-E slots.

It's basically all through the 12-pin.

If you have a compatible corsair power supply you can get away with using their 600W Gen 12VHPWR cable which requires just two PCI-E cables  PCI-E 8-pins. It is obviously not the case that you ONLY get 150 Watts from a PCI-E port on the power supply. This apparently depends on the power supply and the cables they provide since Corsair is essentially saying two of its PCI-E ports can pull up to 300 watts each so long as you have a supported power supply.
