x570 Asus tuf plus (wifi) Can motherboards decrease/increase coil whine on my gpu? (rx6650xt gigabyte) cpu (5600g)

 

I have an old b450m board (1 1/2 yearold) and it ended up breaking, I get this noise from my gpu It is not high piched but It is like a static sound it sounds like a crap mic not being spoken into. I heard some people say that the motherboard can do some thing about it or power delivery on the board Is not giving it enough power I bought a new mother board as this result (and because mine broke) and it is coming in on amazon shortly. I know most of the time coil whine is only from the gpu but I feel and know that this one is difient, I can not provide you with audio feedback on how it sounds like but I want to know that. "If I buy a nicer motherboard will it decrease coil whine on my gpu" reminder I used to own a shitty b450m msi board and it might be a problem with only this board. If anyone can help me that would be awesome and I will be one happy gamer.
