PC Selection

I am searching for a custom pc. My primary purpose is multimedia local storage and plex hosting.

1 A good monitor for 4k video playing.

2 Software for possible local video upscaling to 4k. (Will be using plex for hosting to other devices)

3 Hardware selection for the pc. 

Could anyone help me with selecting these under a budget?
