CPU base speed set to 2.9 by something when it should be 3.6

My CPU for some reason is showing much lower in the task manager then what it is.  In NZXT it shows me running at 3.6.  In the about section it for some reason has both speeds labeled on the CPU?  More info in the image.  Is it just showing the wrong speed?  Temps are a cool 30 degrees Celsius so its not thermal throttling

Task manager doesn't read X99 clock speeds properly, I've got screen shots somewhere that show my 5930K running at over 40GHz. CAM is probably correct, but I'd try to validate in something more like CPU-Z or HWINFO64 as they're generally the most trusted programs for monitoring this type of thing.
