My GTX 1650 4GB shows it only uses 2GB in Kombustor benchmark?

Hello yall, I was just messing around in MSI Afterburner trying to find optimal overclocking settings for my GTX 1650 and I ran a stress test plus a benchmark and it says that out of 4GB it was only using 2GB. I know there was a post about this but it was mentioning games. I don't understand, isn't MSI Kombustor supposed to max out your card when running tests? Even when overclocked the benchmark finished with 21 FPS instead of 20 and maybe 50 more points. Is Windows using up half my Vram or what's the deal? My CPU is i5 10400f 2.9GHz.. I can upload photos of the benchmark results or the benchmark itself. Can anyone explain this to me please?

Do you see any issues outside of the Benchmark.

Sensors can be wrong.
Windows Task manager CPU Speed is a good example of a nothing burger when it can spike to 6Ghz+ on my DualCore CPU from years ago.
Test in GAMES, monitor hardware in background, suss VRAM usage on heavy games...

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

Maximizing in terms of clock speed AFAIK, VRAM is a different matter.

I never seen benchmark maxing out my VRAM anyway, tho to be fair, my VRAM is 16GB.

Unless you experience issues with games, then nothing to be worried about.

Depends on the tests, it has specific benchmarks for vram usage:

 

added four new FurMark-based tests that allocate
  lot of graphics memory (VRAM): 1700MB, 3200MB, 5200MB
  and 6500MB.

Given some VRAM will be used just for the OS and frame buffer, I wouldn't be certain your card has enough to run anything but the lowest test.  A GTX 1650 is a very low-end card.

20FPS doesn't need a big framebuffer, not at 1080P. My 2060 also doesn't use its full 6GB in FurMark for example, but in games like Fortnite it does almost use all its 6GB. I wouldn't bother about too little VRAM usage unless it actually causes performance issues
