Ryzen 5 7600X running hot with 360mm AIO

Is it normal for these new 7000 series CPU's to immediately spike up to 90-95c when running cinebench r23? It's running at almost 5,2ghz.

 

I also noticed that while gaming my cpu almost clocks up to 5,5ghz and runs cooler, 70c.

 

Mobo: Gigabyte B650M DS3H

Yes, this is normal behavior. 

AMD made the chips run this way, with a 95C target, to squeeze every bit of performance out of them.

Yes, AMD configured the chip to always be close to 95C to maximize performance, you could get it down of course at max performance, but only with the best coolers.

Cinabnech Multicore Benchmark hit All cores hence genarate more heat. Gaming on the other hand hit Some cores (Dependant on the game) and generate less heat. amd is pushing the cpu if it has thermal and power headroom for maximum perfomance so this is totally intentional if you want to run it cooler you could underclock it but you loose performance by doing so.
