Should I buy a corsair rmx 650 refurbished off of Newegg

I am new to building computers and have heard to not cheap out on a power supply. I was just wondering if I could save a few bucks by getting it refurbished on Newegg. Two things I will never buy used are PSUs and UPSs.

What exactly did they do to refurbish the unit? Blow the dust off and re pack it? What is the difference in price between refurb and new and is the saving (if any really) worth it to you?
