uwp apps keep crashing at startup (tried almost everything i could possibly)

so did a clean install of w11 yesterday as my windows got corrupt, but now i am facing another issue, i wanted to install wireless display, it crashes in the middle of install and other uwp apps wouldn't install or crash as well,

 

Things i have tried :

DISM / SFC commands

Windows Repair Tool (AIO) Latest Version

deleting the registry key a ms official said to in an answer to the question

hiren boot cd doesn't seem to have anything around it

 

and couple of other things idr

 

should i do a clean install now? it seems to be the only option

If I encounter problems shortly after a clean install I am likely just to wipe and start over again. Sometimes Windows don't seem to install perfectly.
