CPU stuck at max clockspeed

Hi there, just completed my new build with Windows 10 and it appears that my clockspeed on my CPU remains stuck at the maximum (5.4ghz) despite there being under 5% CPU usage and no major background tasks being completed. I have tried the usual changing the power plan in windows 10 but it does not appear to do anything for me. When i go into the advanced power settings for each plan and play around with the maximum processor state (ie change it to 95% or less), it does appear to allow me to decrease the clockspeed it would run at but it would still be pinned high. Not too sure what the heck is causing the CPU to go full throttle all the time.

You probably have it set to high power on your power plan. What you need to do is go to the advanced options and go to Processor Power Management > Minimum Power State > Setting %. I have mine set to 5% but you can choose your own value.

i have tried different power plans, they all have the same 5% minimum power state of 5% for me, it makes no difference in that regard to my clock speed, still pinned at 5.4ghz 😞 . When i change the maximum power state, thats where the clock speed can go up or down, but the processor should know if its idle and adjust its speed accordingly and not pin itself to the max...

Do you by chance have your CPU overclocked any in the bios? Maybe locked at boost clock?

here are the values on my motherboard. i have a slight undervolt on my CPU using PBO which allowed me to hit that 5.4ghz max clock. I have tried to reset it to default values as per the motherboard, but the issue persists, albeit this time because there is no undervolt the CPU maxes out at 5.3 instead. I do not believe the issue is with the motherboard but rather something in windows thats causing this...

 

edit: seems like turning off PBO would indeed allow it to clock down to say 3ghz but there shouldnt be any reason why setting this undervolt would cause it to max out its clocks

seems like normal behavior. There is always some backround task that needs like 1% cpu usage, but the way cpus are built that if some app/task demands, they will deliver, meaning that 5.4ghz on idle is normal, because ps is really never at idle

i would not call the CPU being pinned at 5.4ghz being normal at idle, but it seems to have self-resolved with a few windows updates.
