laptop charging?

Can a laptop that is designed to charge off USB C charge off a 12v USB outlet like from a cigarette lighter adapter?

 

I will be buying a laptop in a few months and last time I had a laptop it required a wall wort and it was like 24v but that was like 5 years ago and I hear these new ones have USB C charging. But does that only work if the power coming in is at or greater than the laptop needs or do they have internals to make it work?

If the adapter supports the power output/profiles the laptop want, yes. If the adapter rating is lower it may charge slower or not at all, will all depend on the particular laptop model.

The laptop is likely using USB-PD and will negotiate for the fastest rate the charger can supply if the charger is anything recent. Most laptop chargers are about 60W. There should be markings on the charger itself for its output. If it's anything under 5V 2000mA / 5V 2A (aka 10W) the laptop might just ignore it completely.

So even if the laptop needs more than 12v it can charge off a cigarette lighter port?

 

I just looked at my work laptop and the wall wort says it pulls 19.5v, 7A DC but the dock charges it off USB C. But it's plugged into the 120v wall outlet. I just want to be sure I will be able to charge off a USB cigarette lighter adapter in my car.

USB-PD supports 5, 9, 12, 15 and 20V. Devices can use one ore more of them. Some cigarette lighter adapters are able to boost the 12V to the higher ones.

Most 12v car plugs max at about 150W of power, assuming you can find a plug that isn't an inverter block to do that.
