Buzzing sound and horizontal red lines appearing on screen

I use my TV as a monitor to play fifa, and it works just fine while im playing fifa in fullscreen, but the moment I minimize fifa and go on desktop I can hear buzzing sound behind tv and red lines start to appear.
I'm running on latest gpu drivers, the gpu is 1050ti

You're likely switching to your desktop resolution/framerate when you go out of fullscreen and that resolution is beyond what your TV can handle.

 

Perhaps 60 fps on fifa to more than 60fps on your desktop.

I don't quite understand what do you mean here.
I set my 3rd monitor(TV) to 4k 60hz, shouldnt it remain like that even after minimizing Fifa?
