GTX 1650 or RX 6500 XT

Like said above, the 6500 XT does not have any hardware encoding and lacks some decoders. If you plan on doing any kind of streaming, between these 2 get the 1650, even if it's slower.

 

But my recommendation would be just saving up extra for an RX 6600. It's MUCH better. If you can't, maybe you could find something used? A used 1060 6gb would perform similar to a 6500 XT, has less stuttering, supports normal encoding features and is usually a lot cheaper.

Which one would you guys say is better?

They are about the same price. 6500 XT costs 20 dollars more.

My motherboard supports PCIe 4.0 so I'm guessing I should get the RX 6500 XT, right?

It is extremely hard for me to recommend 6500XT when it doesnt support any hw decoding features almost every GPU since 2012 does. Are these two your only options?

Oh yeah that sucks. also yeah, they are the only ones in my budget.
