Case and CPU cooler recommendations for semi-quiet build

Hi all, I'm planning to build a new PC for music production, gaming and some video editing - I have most of the specs kind of figured out, but missing a cooler and a case.

What cooler would you recommend for the 13700k? I thought about getting either the Arctic Liquid Freezer II 280mm or Noctua NH-D15, and they cost about the same here.

What would give me the best cooling at lowest noise levels? Will the NH-D15 be enough?

What about a case? is it better to go with an airflow case and tune the fan curves for silence or get one of those Be Quiet cases for damping? Around 150-170$ budget (preferably less haha)

 

Rest of the specs (Would love to hear feedback on the rest of the build too!):

  • CPU- i7 13700k

  • Mobo- Asus prime z790p

  • RAM- 32gb ddr5 corsair vengeance 5600mhz (2x16)

  • PSU- Corsair RM1000x

  • SSD- Kingston KC3000 1TB

  • GPU- not sure yet but probably used 3060ti/3070

You could go aircooling with a Fractal Torrent

Watercooling with a Lancool II/III/216, or Phanteks G360 or G500 (when available)

Or you could put in on the floor so the fan noise isn't blowing in your ears. Decibel levels drop about 3Db per meter from the point of the sound.
