How to prevent windows opening apps that were opened during shutdown? SPECIFICALLY VIDEOS

Per title,  sometimes i forget to close chrome and when i turn on the pc there's already a youtube video blasting from my speakers on the "welcome" screen, even though auto play is off on youtube anyhow... its seriously irritating... 

 

So how do I turn this off?
