Change Win 11 Cursor size more precisely (1.5 instead of 2)

Sure, but you need a cursor image (.cur) editor, and basically make them larger.

.cur files are like .gif, but support more colors and transparency. It can be 1 image, or multiple forming an animation.

I was wondering if there is any way to change the Cursor Size more precisely in the Settings.

1 is a bit too small for me, but 2 is a bit too big.

You can have it a tad smaller than size 2 by simply:
Go back to where you are in the screenshot above, set Size to 1.

 

Then open the "Mouse Properties" panel.

(Where you are in the Settings panel from the picture above, pick "Mouse" at the bottom > then on "Additional mouse settings").

 

Then go under Pointers tab. Under Scheme, select "Windows Default (large) (system scheme)".

Alternatively, you can make your own cursors with the size you want, but you'll need to find a cursor editor, and resize the existing one to the size you want.
