Excluding the cost as I can basically get either for next to nothing, would it be better to keep the Noctua and if I ever upgrade the general cooler use it on that?

In that case, sure

So I'm debating whether to get a Noctua NF-P12 Redux 1700 or an Artic P12 and what the best use case for them would be. I've heard people say the Noctua Redux is best used a CPU cooler fan which in my case would replace the included one from the Hyper212 Black. Assuming they're both the same price which would be the best suited one, or should I just keep the included one on the 212?

The 212 is a poopy underpowered overrated lame cooler. Not worth upgrading the fan. Just replace outright with a Deepcool AK620 or AK400

Save your money and get the P12 if you have to. It may not last as long as Noctua but in terms of noise/performance is almost the same.

Strange calling the Hyper 212 BE underpowered when the AK400 doesn't cool much better. Swapping to an AK400 would cost more and perform worse than an additional fan on the Hyper 212 BE.

The Hyper 212 BE stock fan is fine. It wouldn't hurt to add a second fan for push / pull.
