For Kodi on android TV, Is it possible to apply a custom upscaller algorithm like lanczos?

I'm trying to replicate the Shields 2019 tv pro "AI upscaller - low" on a more powerful device, I already own the shield, but I'm not happy with the general performance of it within Kodi (Mainly menu stuttering when navigating, video playing is fine).

I've read the lanczos algorithm is very similar, the device upgrade would be to something like a r58x in terms of performance, the main goal is to be able of not depending on the shield for this kind of things and to explore more upscaller alternatives.
