The 5600 Is a good choice with being a close performer to the 12400f while having cheaper boards 

Cheap cooler to keep temps and noise down 

Good board for the price

Cheap kit of 16gb ram

Cheaper 1tb storage

Same 6600xt 

Cheaper case(but can be changed back if wanted) and a lower wattage psu since 750 isn't needed
