Siri And Dictation isn’t working

Hey all, new to iPhones here, but my text in text messages dictation and anything related to Siri isn’t working. Not sure what else to do. I reset network settings, turned siri off and on again, made sure there were not restrictions or anything… but the microphone in the bottom right hand corner of the keyboard just does endless blue Circle and Siri, when i ask it something doesn’t do anything but says, “working on it.”
