Capture Card having a stroke (idk if this is the right website for this)

I got some 65$ capture card off amazon just to do some youtube recordings of games that are killing my pc when recording on OBS.

I tested it with BeamNG Drive it was fine wassint bugging out and the quality is probably what I Payed for. I went to go play some counterstrike and record my gameplay only to find it having a stroke. I tried running OBS in administrator and restarting the game to no luck. I couldn't find anything online that deals with this issue so here I am.
