is this something I should be concerned about

Yes, that means the case's PSU space is not big enough for your chosen PSU. You need to make sure that the case has a bit more leeway, maybe by removing the hard drive bays or something. If not, you might be able to put the PSU in the case, but you might not be able to connect any cables to the PSU, or only some cables.

I won't have any hard drives so I can remove them and they will fit right?

It's not about that, more of whether the hard drive bay is removable, some came with removable bits with screws, some are structural therefore not removable. Check the reviews for your case to be sure.
