My pc won't recognise any usb devices... help!

I asked this over on Reddit but thought I would ask here too...

 

I'm using an HP computer from 2014.

 

I changed a few BIOS settings with the USB devices and enabled booting from USB ports (I think). Now when I turn on my pc it doesn't recognise any usb devices. The keyboard and mouse don't work and when I plug in a usb stick windows doesn't recognise them, however all of the usb ports still output power. I have tried taking out the CMOS battery and putting it back in again, which results in my keyboard and mouse working only on a screen which tells me my system specs and gives me the option to press f1 to boot on the first power on since replacing the cmos battery. I still cannot access the bios when starting up my pc and can not use my keyboard and mouse from there, any help would be much appreciated.

just confirming. You are plugging them in directly to the motherboard not to case usb ports right?

Yeah, I'm plugging them in to the motherboard usb ports
