New Graphics card not detected

Hi, Yesterday I bought a new Graphics card and also a PSU. I installed both of those but the new graphics card isn’t displaying anything. The fans spin but windows device manager doesn’t show it and neither does bios. I did go from Nvidia to AMD, from GTX 970 to 6700XT. I tried DDU-ing, taking the card out and putting it back in, I tried to see if the slot on MB is faulty with my old card and it wasn’t, replaced Graphics card’s power cables. Nothing. I’ve followed some guides I found on the internet and haven’t succeeded. I’m planning on installing windows again, maybe that could help, but if anybody has any clue what should I do, then let me know!

Good old CMOS clear. Whenever changing major components: a CMOS clear is a great idea.

No assumptions here. You DID swap your display cable from the motherboard port to the GPU port, correct? And have you connected the GPU to PCIe 6 / 6+2 power?

yess, I know how computers work, its my 4th system. Yes, I have connected the gpu power cables, my psu came with four 6+2pin ones and I tried them all.

nope, my PSU has four 6+2pin cables, I tired them all. these are the cables that came with the PSU

problem is that my old PSU only has 6pin cables, so I can not test the new gpu with it, since 6700xt has two 8 pin connectors.

Okay, I have a older case, I had to take out my motherboard to do that and it worked! then I put the gpu into the top slot and it worked as well! I installed drivers but as soon as I put the system back into case its not working. why is that?

I know that's a bit weird potentially, but I had an sff Dell for a while and at one point near the time I retired it, any bare mettle would give me a buzz like it was live.

Motherboard standoffs are in place?

Does something touch where it shouldn't, some case steel or such?

Well right now the system is on cardboard and the bottom slots work but the top one does and doesn’t. I have to restart multiple times to get it to display anything. But weird thing is that my old gtx 970 works on the top slot. I’m so confused.

Does the 6700 pcb seem thinner than the 970's?
That sounds like it's not seating properly into the slot, but I don't know if the thickness of the boards for all gpu's are uniform, or if there's some variance between all the manufacturers.
But if it's also needing multiple resets to work then I don't know what that could be entirely.

I dont have another pc :(( my friend told me to remove m.2 thats next to the gpu and put it to slower slot. Maybe then it would boot, I’ll try that.

I tired it and it didn’t work. The card works great in all the other slots, but whats weird is that my old gtx 970 works in the top slot so I don’t have a clue what’s going on.
